Recovery Task Team established for flooding recovery

In April, the Water Security Agency issued its annual spring run-off update. While most of the province could anticipate near to below normal runoff, above normal runoff was anticipated in the north and east-central Saskatchewan. Additional snow events and a rapid warm-up created high spring run-off and flooding conditions in several municipalities.

The Saskatchewan Public Safety Agency (SPSA) has stood up a Recovery Task Team to support municipalities with recovery efforts following this year’s flooding.  The following general information is provided to assist municipalities. If you require additional information, contact the SPSA at 1-800-667-9660.

If you are experiencing an active flooding emergency, contact SPSA.

Municipalities and First Nations that are responding to active flooding requiring SPSA personnel and emergency coordination for deployment of sandbags, pumps or specialized equipment can complete the SPSA Request for Assistance Form.

Submit it to your nearest Protection Office or through your local Emergency Services Officer (ESO). If you are unsure of which ESO to contact, call 1-800-667-9660 (option 5, then option 1). 

Emergency Flood Damage Reduction Program (EFDRP)

Under the EFDRP, the Water Security Agency (WSA) provides cost-shared support for emergency, short term flood protection measures to municipalities, businesses and non‑profits and individuals with rural yard sites, acreages, cottages and private wells that are experiencing a flooding event.

If your municipality has an imminent risk of flooding, EFDRP may help with financial support for pumping, construction of berms and dikes, installation of culverts and gates and channel clearing. Provincial Disaster Assistance Program (PDAP) 

PDAP may help your community to recover. Local authorities who experienced damage due to flooding can access support for the repair of uninsurable essential property, the costs of responding to the event and the administration of recovery supports following an eligible disaster. PDAP is also able to assist private residents with uninsurable essential property loss; however, it is not a replacement for private insurance and does not cover readily insurable property, whether insurance was purchased or not.

A local authority must designate as a ‘disaster area’ before residents or businesses can apply through their local authority for PDAP coverage – this is different from the declaration of a local state of emergency. A municipality can declare a disaster area without declaring a local state of emergency.

The disaster area designation should be made as soon as possible and must be made within one month of the disaster end date. Local authorities should contact PDAP directly as soon as a disaster occurs to designate for financial assistance.

Provincial highways: Flooded roads, restoring access and damage claims 

Contact the Ministry of Highways’ Customer Service Centre for:

  • Flood related road closures, washouts, culvert failures and access issues on provincial highways.
  • To report unsafe conditions including flooding over highways or damage caused to highway infrastructure.
  • Vehicle damage claims related to highway conditions (e.g. water damaged vehicles due to signage or closures).

Saskatchewan Crop Insurance and Ministry of Agriculture

Excess spring moisture and flooding is impacting seeding in areas throughout the province. To ensure that you have coverage for the following, contact Saskatchewan Crop Insurance (SCIC).

Delayed Seeding: Inability to seed due to excess moisture and flooding are insurable causes of loss. The final deadline for seeding most crops and receiving insurance coverage is June 20. Contact SCIC to discuss seeding deadlines or the Unseeded Acreage benefit.

Unseeded Acreage: Included with multi-peril insurance, it provides coverage for land too wet to seed due to excessive spring moisture. Acres subject to flooding such as sloughs that remain too wet to seed in a normal year, are not eligible and unseeded Acreage claims are not accepted after June 25.

Establishment Benefit: As part of the multi-peril insurance, the Establishment Benefit provides coverage for crops that fail to establish or suffer a loss prior to June 20 due to insurable causes of loss including flooding. Contact SCIC; an adjuster needs to inspect the acres prior to reseeding or destroying the acres.

Livestock: Producers should reach out to their local Ministry of Agriculture specialists for assistance or information on alternative feeding strategies, pasture management, assistance with water testing or interpretation of feed and water test results. AgriStability 

AgriStability can provide support helping offset the impacts of flooding. The AgriStability Program uses margins to determine if you are eligible for benefit payments, taking into account the change in inventory from one year to the next.

  • For livestock, any animals lost due to flooding will impact the inventory on the farm as well as the revenues for the operation. These reductions will be reflected in the AgriStability margin calculation.
  • Land too wet to seed or land that was seeded and then flooded will also be captured by the AgriStability Program.
